North Star Research (NSR) International was founded in January 2025 in Vientiane Capital, Laos, by four co-founders with expertise in professional development, higher education development, digital literacy, strategic management, resource mobilization, organizational development, human resource management and development, governance, and. Recognizing the need for a localized, multidisciplinary consultancy to address Laos’ evolving challenges, they established NSR to provide specialized professional development services.

The co-founders bring experience from previous collaborations with institutions such as the Ministry of Education and Sports, the Ministry of Industry and Commerce, the Ministry of Information, Culture and Tourism, the Ministry of Agriculture and Forestry, the Ministry of Natural Resource and Environment, the Lao National Chamber of Commerce and Industry, USAID, RTI International, Swiss Agency for Development and Cooperation (SDC), Entrepreneurship Development of India, and Lao public universities.

Operating from its headquarters in Vientiane Capital, NSR currently has five full-time staff and a network of 25 associate experts and trainers, with plans to expand this network to over 100 by 2029.
